Whether an EC is open to you

Executive condominiums are sold under HDB rules for the first ten years. Eligibility is worth settling before the price list matters.

Household income ceiling
A new EC purchase is subject to a combined gross monthly household income ceiling set by HDB. The ceiling applied at the point of booking is the one in force on that date, so it is worth confirming again close to launch.
Eligible family nucleus
A buyer must apply with a qualifying family nucleus under one of HDB's eligibility schemes, such as the Public Scheme, Fiancé/Fiancée Scheme or Orphans Scheme. Single buyers cannot purchase a new EC on their own.
Five-year minimum occupation period
The unit must be occupied for five years from the date of taking possession. During that period it cannot be sold on the open market or rented out in whole.
Privatisation at ten years
After the minimum occupation period the unit may be sold to Singapore citizens and permanent residents. Ten years from the date of the temporary occupation permit the development is fully privatised and may be sold to foreigners and entities.
Mortgage Servicing Ratio financing cap
A new EC is financed under the Mortgage Servicing Ratio, which caps monthly repayments at a fixed share of gross monthly income rather than the wider Total Debt Servicing Ratio used for private property. This usually decides the affordable price band before anything else does.
Resale levy
Households that have previously taken a housing subsidy, such as a flat bought directly from HDB, may owe a resale levy on the purchase of a new EC. The amount depends on the earlier flat type.
